Item Description:Containing the proceedings of the Supreme Executive Council "with respect to the appropriation of the public waggons of this state to private use by General Arnold, and John Mitchell, deputy quarter-master general ... and also their proceedings in the case of Matthew Clarkson, aid-de-camp to General Arnold." Matthew Clarkson had, in Oct. 1778, attempted to obtain a pass into New York City for Miss Hannah Levy.
