The editors divide the work of the 23 authors (scholars and practitioners of educational administration from around the world) into six sections. The contributions are based on personal experiences, research interests, and contacts with practicing administrators. In the first section, the work of Larry Cuban introduces the dilemmas of school administration in both developing and developed nations. Cuban establishes the base for the next four sections, which focus on societal and ethical, organizational, role, and professional development dilemmas confronted by school administrators. The last section focuses on the emerging dilemmas of leadership in decentralized schools.
